Abstract

This study examines collaborative policy and financing strategies in addressing extreme
poverty in Pancana Village, Barru Regency. Extreme poverty, although affecting a
relatively small number of residents, remains a critical social issue requiring integrated and
targeted policy responses. Using a qualitative research approach, this study collected data
through in-depth interviews, document analysis, and field observations involving village
government officials and the Social Affairs Office at the district level. Data were analyzed
using NVivo software to identify key patterns, relationships, and thematic linkages related
to collaboration, leadership, data management, and financing mechanisms. The findings
indicate that effective collaboration between the village government and the Social Affairs
Office is supported by mutual trust, clear institutional roles, facilitative leadership, and
accurate poverty data. Financing strategies that rely on government budget allocations
without imposing financial contributions on communities contribute to social equity and
policy legitimacy. The study concludes that collaborative governance supported by
strategic financing and evidence-based decision-making plays a significant role in reducing
extreme poverty and strengthening the sustainability of poverty alleviation programs in
rural areas.
